What are the terms for planning the delivery date and for completion of delivery?

The delivery date is set to be within a certain number of days from the date of coming into force of the Supply Contract. The coming into force of the contract is not a set calendar day in the Tender Document because it comes only after the accomplishment of specific obligations by the parties as per article 6 of the Supply Contract. For the same reason the delivery date is not set yet in the Tender Document but it shall be proposed by the Tenderer and accepted by the Contracting Authority which will perform its duties according to such agreed date. By planning the Delivery date, the Tenderers shall pay attention to the fact that the time for delivery is one of the elements taken into account in the scoring system.

Upon delivery (Delivery Ex Quay or Delivery Duty Unpaid) the Surveillance and Control Company, Viglienzone Adriatica S.p.A., shall inspect the downloaded cargo in order to assess its conformity to the bill of lading and to the cargo previously loaded in Italy. The verification procedures by the Viglienzone Adriatica S.p.A. reaches an end by issuing a Certificate of Conformity at Final Destination to be normally released after positive acceptance of the Consignee. However the Viglienzone Adriatica S.p.A., elapsed 2 weeks from the delivery date without acceptance by the Consignee, shall issue its Certificate on the sole basis of the positive survey results. In this way the completion of the delivery process, according to the Contract Supply, shall take place within 60 days from the date of entering into force of the Supply Contract.

What kind of training service, to be provided by the contractor, is expected by the Contracting Authority?

In order to allow the consignee to monitoring the delivery before the shipment, and to have a first basic training on the commodities to be exported to Egypt, the contractor shall organize, at his own cost included in the offer, a Preliminary Visit and Training in Italy according to the Special conditions.

After delivery of the commodities, and after installation in case of commodities to be installed, the contractor shall organize, at his own cost included in the offer, two-week training course in Egypt according to the Special conditions, in order to transfer to the beneficiary/consignee the know-how about utilization and maintenance of the commodities exported. The training course shall be organized in Egypt, in the location indicated by the Consignee and it shall have the length of at least 14 consecutive days, included the weekly rest. For this purpose, 6 hours of training course per day, on a 5-day basis working week, is considered reasonably acceptable. Thus, the supplier is expected to provide at least 60-hour training course, in favour of the consignee, which cannot be affected by any other course previously performed in Italy. Sub-contracting, or providing in outsourcing, the training course, although within the rules and regulations of the Tender, will not exonerate the supplier from its obligations. The organization of the training is to be agreed with the consignee and organized at the own costs of the supplier, which will keep proper administrative records of the subjects, the participants, the timing and the location, by using a log book, which copy shall be officially delivered to the Contracting Authority upon conclusion of the training course.

Is it compulsory to pay a fee for receiving the Tender Documents in order to submit an offer?

No. The Tender Documents can be obtained free of charge from this website, downloadable and printable in PDF format. If the any Tenderer wishes to receive the paper-based copy, a formal request shall be addressed to the GOVERNMENT OF THE ARAB REPUBLIC OF EGYPT MINISTRY OF PLANNING AND INTERNATIONAL COOPERATION 8, Adly Street, 9th floor, Cairo, Egypt To the Attention of the Person in Charge Italian-Egyptian Commodity Aid Programme. The soft copy (in PDF format) has the same official value of the paper-based copy obtainable from Egypt, other than identical content.

What are the expiring date and time for presenting the offers?

The expiring date is the date indicated in the Tender Document and in this website, referred to each specific Tender procedure.

The time limit for receiving the offer may be expressed in a 12-hour-numbering system or 24-hour-numbering  system. In the first case, beside the numbers representing the time will be added the indication of ante-meridian (a.m.) or post-meridian (p.m.) where: 12 p.m. indicates 12 noon (midday), and 12 a.m. indicates 12 night (midnight).

What type of suppliers are eligible according to Tenders' rules and procedures?

Participation is open on equal terms to all legal and natural persons which are established in a Member State of the European Union. These entities must have a statutory office, central administration or principal place of business in Italy. However, if they have only their statutory office in Italy, their activity must have an effective and continuous link with Italy implying the capability of providing services in Italy and manufacturing commodities in Italy. The same entities must be registered at one of the Italian Chambers of Commerce within a civic boundary inside the Italian national territory. They must be duly authorized to perform the commercial activities related to the supply for which the tenderers are submitted.

 What kind of commodities are eligible for offering?

Only the commodities which respect the request of the Contracting Authority, and are goods of Italian origin, are eligible. The assumption of Italian origin can be declared when the commodities are entirely manufactured in Italy or they are assembled with components entirely manufactured in Italy. In case one or more manufacturers, proceeding from other Countries other than Italy, provided a contribution in the manufactory, the goods shall be considered of Italian origin only if the last manufactory process has taken place in Italy with the result of creating a new final product.

In case of complex supplies or compound lots of complementary good, in which are included some items or components not manufactured in Italy but which are deemed necessary for the overall supply, upon motivated request of the Contracting Authority, the Ministry of Foreign Affairs of Italy, may approve the supply of commodities not produced in Italy for a total value not exceeding the 15% of the total.

The commodities not eligible for offering are those which do not match the requirements of the Contracting Authority presented in the Technical Specifications (Part E) of the Tender Documents and/or the commodities of non Italian origin.

How do I remain updated regarding alterations or specifications of terms by the Contracting Authority ?

Any pertinent question addressed in the proper form to the Contracting Authority, provokes an answer by the same Authority to be available for all potential Tenderers.

In the same way any alteration to the Terms by the Contracting Authority shall be made available to all the potential Tenderers.

Any alteration occurred in the Terms of the Tender or any specification of Terms by the Contracting Authority during the floating period, will be shared and made available for everybody through .

Any potential Tenderer that will opt for receiving the Tender document printed on paper, from Egypt, instead of downloading from this web-page, will also receive any communication for alteration of terms and any specification of terms in written form, by currier or by fax, depending on quantity of data, at his own charge. In such circumstance, any delay in receiving the communication or any loss, arising from mistakes in currier system, telefax line, or any other reason not due to fault or negligence of the Contracting Authority, will be the sole responsibility of the Tenderer.
